Angela Harper, FAICP, is our President and is currently Deputy County Manager for Henrico County, Virginia.  She has been with Henrico County for 32 years progressing through many planning positions including being Director of Planning for seven years.

She has been on the NACP Board of Directors for 5 years and has represented NACP on the National Association of Counties (NACo) Board of Directors for two years. Angela has served on the NACo Sustainability Leadership Team since 1997. From 1999-2000 she chaired the Smart Growth Task Force. Angela has moderated many panels sponsored by NACP at the NACo annual conference and recently moderated the NACP sponsored panel at the APA conference in San Antonio.

Prior to becoming active in NACP, Angela was President of the Virginia Chapter of the American Planning Association (APA). She was secretary to the APA Chapter Presidents Council and the liaison between the Council and the AICP Commission. Angela was elected to an At-Large Director position on the APA Board of Directors. She focused on ethics training and improving the awards program. She chaired the AICP 2020 Strategic Planning initiative that was adopted by the AICP Commission. She currently serves on the AICP Membership Committee. Angela represents AICP as a site visitor to university planning programs seeking Planning Accreditation Board approval. In 2000, Angela was inducted as a Fellow of the American Institute of Certified Planners. In 2001 Angela completed the program to become a Fellow of the Virginia Natural Resources Leadership Institute.
